The world’s largest volunteer fire service supported by over 75,000 volunteers needed to enhance their existing corporate technologies to strengthen communication and collaboration between full-time staff and volunteers. The lack of overarching workplace strategy and the use of disparate technologies across the organisation also resulted in security, governance and operational shortfalls. As the selected IT consultant for this project, we proposed a three-workstream solution starting with their M365 tenancy, designed to enhance the usability and resiliency of the network, thereby enabling the service to concentrate on mitigating the risks and impacts of fires.

The organisation’s existing Microsoft 365 enterprise platforms were disparate across various groups. Users had two or more profiles spread across several Microsoft 365 tenancies. The distributed tenancies led to poor management and oversight of security controls. Some of their specific challenges included:


  • M365 Security Improvements: The existing Microsoft 365 configuration lacked adequate security controls.
  • Existing Collaboration Platforms: The disparate nature of the various tenancies meant many existing workflows would need to be incorporated into the new solution.
  • Large User Base: With over 75,000 users across several tenancies, the organisation is faced with management complexities, collaboration fragmentation and security concerns.

Addressing the diverse challenges posed by our client’s dispersed Microsoft 365 (M365) landscape demanded a strategic approach focused on consolidation, security fortification, and streamlined collaboration. Some of the solutions we offered including:


  • Removing excess profiles: Users with various profiles across tenancies to be amalgamated into the organisation’s main tenancy.
  • Improving M365 Security Controls: Review and update the organisation’s Standard Operating Environment (SOE) to improve the reliability and availability of applications.
  • Delivering Cyber Security Enhancements: Uplift the organisation’s Microsoft 365 tenanc to meet the National Institution of Standards and Technology (NIST) Secure Cloud Business Applications (SCuBA) standard.
  • Automate Microsoft Teams Rollout: Replicate disparate tenancies M365 Teams’ structure in primary tenancy.

Following remediation activities, we successfully automated the creation of over 16,000 Microsoft Teams including 2000 which had dynamic memberships to the 75,000 volunteers. In addition, drawing upon our extensive cybersecurity expertise, we facilitated the swift deployment of Microsoft 365 configurations, aligned with the rigorous National Institute of Standards and Technology (NIST) Secure Cloud Business Applications (SCuBA) standard.

In summary, our solution provided the organisation with a unified hub for modern workplace applications and experiences, fostering seamless collaboration and enhanced productivity among users. This not only established a foundation of trust with our client but also paved the way for ongoing support endeavors including the deployment of a unified communications solution, leveraging Microsoft Teams rooms, alongside updates to the Standard Operating Environment (SOE) and an elevated information architecture.
